Description
The Council proposes to

Close Oxford Tce (The Strip) from Lichfield Street to Hereford Street every night from 11pm till 5am the following morning. This requires the creation of a part time pedestrian mall, which involves a declaration by Council, and in turn this requires the Special Consultative Procedure.

At the same time, changes will be made to the direction of one way traffic in Oxford Terrace, so that the tram, when/if it is introduced to the City Mall, can travel south along Oxford Terrace between Hereford Streeta and Cashel Street. The section of Oxford Terrace between Cashel Street and Lichfield Street will be changed to two way traffic to allow 24 hour/day access to the underground and rear parking lots and to enhance access for other traffic visiting businesses in the area. To effect this, there will be a new left turn from Oxford Terrace into Lichfield Street. For safety at this interection, it is also proposed to permanently, at all times, remove the left turn from Oxford Tce (west ie coming from the hospital end), to Oxford Tce (The Strip) at the intersection with Durham Street South / Lichfield Street.

In conjunction with these changes, the sections of City Mall formed by Cashel Street from Oxford Terrace to High Street, and High Street from Cashel Street to Hereford Street, will be made one way travelling anticlockwise.

The one way changes require changes to the First Schedule of the Traffic and Parking Bylaw 2008. This in turn requires that the Special Consultative Procedure be carried out.
The SCP for all the above will be open for public information and feedback between 6 August and 9 September 2009. The documentation for this SCP is currently on the agenda of the Hagley Ferrymead Community Board for 15 July 2009 and CCC 23 July 2009.
